A plume of sparks rose high above the town of Al-Latamneh, located in Hama province in Syria, on December 17, prompting allegations the Syrian and Russian governments used chemical weapons.

Russian warplanes dropped phosphorus, napalm, and other incindiary materials on the towns of Al-Latamneh, Morek, Kafr Zita, and Khan Shaykhun, local news outlets said. Footage from another pro-opposition news outlet from earlier airstrikes on Al-Latamneh on December 17 show warplanes releasing missiles followed by multiple large explosions.
